Question about utility land easement maintenance

There's a utility easement behind my house with the big utility poles. I'm assuming those are managed and maintained by Centerpoint? Who manages and maintains the land of the easement? Like if I needed to talk about illegal dumping or encampments or tree/brush overgrowth? Is that also Centerpoint or is it COH? Also, is there a set frequency that the brush is cleared, or only if it reaches a certain height/density?
