Question about passports

I’m trying to get a passport in Houston, and I can’t make an appointment anywhere. I drove in to the local post office and they said I had to make an appointment online. Going online, I discover that every single post office and courthouse and library is booked every hour of every day for the foreseeable future. The website is extremely glitchy, btw. I called the two numbers provided for making appointments over the phone multiple times and every time they go straight to a busy signal. This doesn’t make sense, what the hell is going on? Am I doing something wrong?
