Question about Coaching candidates

Why does it seem people ignore level of talent when deciding they want ___ candidate?

Example :

Rams Offensive coordinator has Stafford, Cupp and a solid O-Line with Sean McVay calling shots. Dan Quinn had Demarcus Lawrence, Diggs getting 10 INTs, DROY at ILB and solid talent everywhere else.

Romeo Crennell is given complete scrubs on defense with an offense that goes 3 and Out frequently. And gets 17 INTs plus a lot of FFs.

I’m not saying hire Crennel as coach. Just odd that people are hunting coaches that did a lot with a little Vs doing a lot with a lot.

Eagles O Coordinator did a solid job with limited weapons.
