Question about B cycles

While I've noticed quite a few people using them, I noticed a couple of times when they were being ridden by those that were obviously homeless, which include one instance of it being ridden with an obviously flat tire.

In one instance, I noticed one just leaning against a sign at whole foods.

Are they being stolen, and if so, how?
