QB Competition – what am I missing?

Can someone please explain how this is still a thing? We're almost a week into training camp and we still haven't named Stroud the starter?!

From the various tweets and social posts it's seeming like Mills is having a great Camp and showing flashes of what some thought he could be before last season. But come on, we drafted Stroud 2nd overall, surely given that the Texans are implementing a totally new offensive scheme you'd want the guy you just drafted and paid to be your franchise QB to get as many reps in as possible?
