Public Utility Commission of Texas: Water will not be shut off during extreme cold-weather emergencies

All nonmunicipal utility providers—or utilities not run by a city—will no longer be allowed to disconnect water and sewer services or issue late fees when temperatures are below 28 degrees Fahrenheit.
