Public-Benefit Sports Facilities around Houston

I'm looking to build/invest in community-based sports facilities around Houston, but haven't lived here long enough to have a full understanding of the landscape. I see pickleball courts, but not too many of them. I see tennis courts everywhere, baseball diamonds everywhere – many of them funded by the city.

Are there specific areas of town that would benefit from investment in sports facilities? I'm not really looking to make a profit on them. If they offer some sort of community benefit, and break even in terms of cost, I'm interested in launching or investing.
