PSA: There are times when lighting fireworks is rude. i.e. Should I call the authorities on my neighbors?

I will try not to be a stick in the mud. Even here on reddit, I believe I called someone an annoying loser for complaining about fireworks here several months ago, albeit in the Montreal subreddit (I have never been to Montreal). However: I find myself having neighbors in the East End who have strange behavior when it comes to fireworks. They will light one, and it makes a loud noise. And then—silence. For up to forty five minutes or an hour, until they will light another one. This is strange to me. But it is how they enjoy lighting fireworks. One at a time, in distant succession.

The time of day is also relevant. I realize it has just become Christmas, and I understand that it may be alight to celebrate and make noise in spite of the late hour. However, for the past three nights, my neighbor has been lighting fireworks very late. Yesterday, 1:15am. The next, 1:50am. One night I heard a fountain go off at 2:30. It's right next to my house, and it wakes me up. It scares me. I would rather they light lots of fireworks instead of one at a time, across so many hours.

There is another strange aspect of this: I live directly across the street from a fire station. Directly. After conducting a google search, I found out that fireworks are actually illegal in Houston city limits. I imagine setting them off at odd hours would also violate noise ordinances, but I haven't verified that. If I worked at that station, I would cruise around the neighborhood and tell them to stop. Yet, the fireworks continue. I feel like I'm at a loss. I probably won't call the authorities about something as benign as a firework. However, I wouldn't be mad if someone did.
