PRRS Parking Notice.

Last Wednesday (June 4, 2025) was stormy, with heavy rain and some flooding. I had reserved a parking spot at one of the Houston LAZ parking lots for that day from 7 AM to 4 PM. I left the office before 4 PM and had to walk in the rain to the parking lot, which caused me to exit 23 minutes late due to the severe weather and some vehicular traffic. I was shocked when I received a parking violation notice in the mail, charging me $102 for those 23 extra minutes, while my actual paid parking was only $12. This feels excessively harsh, and I'm quite confused. I have already submitted a dispute.

Does anyone have suggestions?
