Property Value Protest and Homestead Exemption Questions

My 2022 appraisal was a 31% increase from 2021. I bought my house in June 2021. I have filed for homestead exemption in January 2022. I understand the max increase is 10% under the homestead limit. The former owner did not have homestead exemption as the house was a rental property. My question is, will I be able to protest and receive the 10% max increase under the homestead exemption? Or will this only apply to 2023 and beyond because the previous owner did not have the exemption, and by the time I purchased it was too late to get the exemption (or so I was told)?

Also any suggestions about how to protest most effectively would be appreciated.
