Property taxes and (additional) school taxes? Taxes on top of taxes? Help me understand.

Living in NYC and NJ at one point, I know what high property taxes are. I can handle that robbery. What I'm trying to understand is the additional school taxes that are apparently levied on residents. I heard it's not like that in every suburb of Houston, but some do charge extra school taxes on top of your regular property taxes. Is that the case in most areas? How high are those taxes, usually?

Also, home insurance… I suppose it's not as bad as Florida?

I'm looking at purchasing one of the new construction homes in some suburb north of Houston. Your input is appreciated.
