Power outage reimbursement

If I recall correctly, there was a program reimbursing clients for lost power if power has been out after 12 or 24 hours. Is that still in effect? Where can I apply?

I’m in Spring. Going onto 24hours soon, lost a pet fish, and been business hopping since I got out of school just to stay cool.
