Power is out—I’d like to understand how our neighborhood grid works.

Our power went out in the storm last night, along with one next door neighbor and the house across the street. Everyone else on our block is unaffected, but scattered houses on neighboring blocks also have power out. We’ve been given an oddly specific restoration time of 8:19 am. I’ve walked the neighborhood and don’t see any Centerpoint trucks anywhere at 8 am.

For my own info, can anyone explain how this works? Why are the houses with outages so scattered, rather than clustered? And how can Centerpoint target a specific time like 8:19? Is this a case of a transformer repair, or some sort of mega-breaker tripping in their system?
