Poison Sumac: Who is responsible?

Sorry if this is the wrong place to post. I’m at my wits end trying to figure out how to take action!

The property behind my subdivision is unkempt and poison sumac keeps growing over my fence and destroying my landscaping.

We have tried to eradicate ourselves but we need serious professional help. No matter what we do it keeps growing back from the other side.

Has anyone dealt with this before? What did you do?

Professional services are going to be thousands of dollars.

Does our HOA, Harris county or City of Houston bear any responsibility for eradication?
