Places that teach flower arrangement or cake decorating?

My girlfriend has told me she wants to learn flower arrangement or cake decorating as a hobby. She doesn't want to do either as a part time job (her day job pays plenty), she just wants to learn something new without breaking the bank to do it. Are there any places in Houston which would be worth checking out? Thanks in advance!
