Phone shows the wrong time when I’m downtown

I've been downtown three times over the last month, and when I'm there my phone shows the wrong time by several hours. It's happened near Market Square a couple of times, then again last night at the Astros. It was 9pm but phone showed 6pm. As soon as I get out of the downtown area, the time corrects.

Has anyone else experienced this?

Phone is a Galaxy S10 w/ latest updates, AT&T network.
