Petition for bike paths?

Who would I talk to about getting bike paths put into the north Houston/Spring area? Crenshaw? Is there an agency I should submit a request or petition to? I currently am forced to ride a bike as I just had a car accident, and have to ride a bike until I can afford another one. With the declining economy I imagine a lot of others are in or soon will be in, the same position. This would help keep cyclist and motorist safer in the coming times. As well as cut back on global emissions.
