People wearing white plastic chains with knives in a satchel?

I’m so confused, what is this? They have a clear plastic satchel and yellow handled knives inside of it. The chain is white plastic and it hangs over their shoulder. I keep seeing them in the river oaks area. They never buy anything just walk into stores and mill around until a minivan picks them up?
