Paxlovid but no Primary Care

Hi all ~ I am trying to assist my friend who lives in Houston and has COVID with fairly significant symptoms (high fever, etc). Unfortunately my friend does not have a primary provider. We tried to the CVS screener but it said they were disqualified. I live in MA, and am not familiar with the Texas healthcare landscape, but am trying to help my friend.

Can anyone advice me one in Houston gets a Paxlovid prescription if they don't have a primary care dr? A way that doesn't require "passing" the screener from CVS. I think we need my friend to be able to talk to a real dr or pharmacist so they can explain their situation, as we don't know why the form denied them.
