ParkHouston Resident Discount Program

I have been a member of the ParkHouston resident discount program that allows registered residents of Houston to use the ParkMobile app 'transaction fee' free since beginning of this year (2025). Last week, I started seeing transaction fees appearing again when parking in downtown Houston. Has anyone else that uses the discount program seen similar behavior? I'm trying to determine if this is a localized issue.
