Panamanian protest by Greenway Plaza?

Saw a medium sized group of people chanting in Spanish, waving Panamanian flags, and some of them had what sounded like cowbells. They were by 59 and Cummins Green…anyone know what they were protesting?? I know the picture is horrible haha
