Out of the loop – why are people mad at Lina Hidalgo for being at a police officer’s funeral?

I heard my coworkers talk about Hidalgo at a police officer’s funeral but not sure what went down. They said she acted disrespectful because she said she is the County Judge. But isn’t she the County Judge?
