Our pass rush last several seasons

Even when we had Clowney healthy with Watt + Merci and other defensive players over the last few years, our pass rush has just been anywhere from awful (for the top talent) to only average.

Is the issue lack of talent? Pass rushing packages? Fit of the talent? I get the argument that our secondary last few years would give up fast plays, but at least a pass rush that could beat their man % wise?

This year according to ESPN's metrics our Team Pass Rush Win Rate is tied for 27th (basically only 3 teams worse) in the league. Our team Pass Block rate is 6th in the league though.
