Options? Memorial Hermann Cypress sabotaging my father’s transfer to a non memorial Hermann facility

So we're currently dealing with an issue where my father has been treated horribly and has subpar Care at memorial Hermann Cypress Fairfield area. We're trying to get him transferred to a physical therapy center that is not part of memorial Hermann and they seem to be sabotaging it and causing the insurance to deny his transfer does anybody know what options we may have to get my father that helped he may need?
