Optional Gas Line Coverage from Center Point- sham or helpful?

Hey all. I've noticed our gas bill has had a 'Gas Line Coverage' fee and only recently realized it's an optional service. It's only 5 bucks a month, but still. I can't parse if this is just another way to milk the customer, or if it's a legitimately important service to have? The reason I'm asking is that I'm not terribly familiar with what the law actually says regarding who is ultimately responsible for a broken gas line, especially with the way it's worded as "may be your responsibility". I realize I'm pinching pennies but hey, I live on food stamps so I'm trying to make sure every dollar counts!
