Opinions on Houston Public Library Conversational Living English Lessons and Harris County Public Library ESL Lessons

I want to improve my English speaking skills. I emailed a couple of Language Schools or Institutes to get some information about their programs and payment process. And I came across Houston Public Library Conversational Living English Lessons and Harris County Public Library ESL Lessons. So I was wondering if anyone attended these lessons and made some progress. Should I attend and give it a try ? or should I keep looking for nice Language Schools or Institutes?

(I would appreciate it if you could make suggestions as well.)
