Online Parking Citation Adjudication
TLDR: I was dropping my parents off at IAH and someone gave me a parking ticket for taking a long time in dropping them off.
So here's the story, I live in Dallas and was in Houston for my sister's wedding. My parents don't live in the states and were also here for the wedding. Now their flight back home was from IAH, and I went there to drop them off, now this is an international flight, so I had a total of 4 large luggage bags and a couple of small handbags. I went to Terminal D of the airport and stopped in the proper lane where there was space and where a lady instructed me to stop. Now it took me about 3-4 minutes to get all the luggage out of the car and some other guy from down the lane came and started saying I need to leave by then, the lady is still there beside my car by the way and she didn't instruct me to leave at all. Also, there was space for other cars to park in front of my car as well so it's not like I wasn't being mindful of other cars coming in. I heard the guy and told him I'll be leaving in a moment and then went to my parents for seeing them off. In just about 2 more minutes, the guy started writing something on his pad near my car and I immediately went to him, he said he was writing me a ticket. I asked him the reason and I quote he told, "I ask you to leave and you just turn around and go back." And then I asked him what if I leave right now (he wasn't finished with the ticket yet) he says, "you'll still have to pay for this one, but if you still don't leave am gonna start writing another one after am done with this one". He seemed to speak very rudely to me and I didn't want to make my parents see me argue with someone while they were leaving, so I just stood by his side, took the ticket, and left from there right after.
So that's the whole story, I've been to a lot of airports here in the states and this is my first time seeing someone write a ticket for apparently waiting too long, didn't even know that was a thing. Also, the ticket code is "APK-17 No parking anytime".
I am thinking of appealing this ticket online, but it'd be my first time appealing something. Any suggestions on what I can say that doesn't come out as offensive or is reasonable to understand as per my situation? Or should I not bother at all and admit that it's a common thing to happen at IAH?
