Number to call to report races

With all the racing issues in the city. How has there not been a number set up to call directly instead of having to go through the HPD Non emergency numbers or calling 911 like this is ridiculous. I'm sorry but your a complete asshole bringing all of the traffic on the freeway to a dead stop to race. Either give me something to watch and crash or go to a track.
