(NSFW) Anyone else see the (possibly) dead guy off Rankin?

Around 3:30pm in front of Houston Dolls off Rankin there was a guy slouched in the ditch… Was wondering exactly what happened? Everyone was just standing around him for the longest… Was he just cracked out or dead?? Cant find any news articles.
