Normal to pay service call fee on electric bill when there was power outage?

Called centerpoint to report power outage when we had that storm recently. Was given an estimated time of repair. Then the time vanished off of their site hours later. Called again to report and they said they would have to send someone out to fix whatever issue it was. We were told we could be charged if someone had to come out and to check our fuse box. We checked and did what we could but nothing worked. Now we have a charge for $100 added to our bill.

Is this a normal occurrence for this type of thing? It just seems to not make sense to me. Wouldn’t a tech had to have came out anyways to fix the issue?
