Non-Racing Car Tracks?

I am not at all a car person, so please excuse me if this is a dumb question.

My bf just got a brand new, luxury car. I was hoping to find a place that we're allowed to drive really fast? He just wants to see how it feels to go super fast in his car.

He doesn't want to race against anyone. Is there even such a thing as what I'm talking about? Does anyone have any recc?
