non citizen / no insurance cancer care

I’m trying to find resources for some people we know who are from Mexico, but have no us citizenship or immigration status here in the US. They live in waller county if that changes anything.

One of them has what their doctors believe is a cancerous mass in the foot and has referred them to md anderson for biopsy and consult. However with no insurance and no citizenship etc they would need to pay $995 to see the doctor and then they were quoted $12,000 roughly for a biopsy.

I started looking at Ben Taub for them which has assistance programs but it appears you need the harris county gold card and from what I see you need to live in harris county.

Is anyone aware of any options or places they can go to that will do it for free or at a significantly reduced cost? We are willing to help front the cost for them to at least get an answer. $1-2k we can help with but $12,000 is a bit steep and Im sure whatever treatment needed after would be even more expensive.
