Noisy Neighbor

How do yall deal with a hood neighbor in a nice neighborhood who BLAST THEIR MUSIC before 8a in the morning ON A Sunday? I reside in an apartment complex. Management doesn't care, don't even call the police, that's a waste. So now what?
