noise complaints?

I’m in Montrose less than 200 feet from a business strip. Every once in a while, there has been a service that I’m assuming they hire to pump out the restaurants’ grease traps. I just don’t think that kind of noise is okay outside my bedroom window at 5:50-6:20a. Is this a 311 thing or should I talk to the business owners? ..or do I just need to hold this L for a while? TIA
