No recycling bin after calling 311 since November last year

So my family and I moved to a new construction house in the Heights in November. I requested trash and recycling at the same time. After a month and a half and multiple calls I finally got the trash can. Now it's been over 6 months and I call 311 every week.

They keep "escalating" the cases and sending them to solid waste management, but they can't give me a phone number to call and they say there is nowhere I can go to pick one up. Our neighbors moved into their house about 4 months after us and only waited a few weeks for theirs.

Anyone been in similar situation?
