No plates on a car, what did I see?

I was in town a few weeks ago for an interview and when leaving I saw an interesting car. It was a white Range Rover and the current model. It had no license plates on it. Expect a long one like they have in Europe that was navy blue I think and said “The Sult”.

How does this happen lol?
