Nice clean city and especially clean downtown, but there’s no e-scooters like Lyft and Bird?

I like Houston. This morning it's nice weather and clear skies and a calming downtown with nice birds sounding. But no electric scooters? I noticed some trees got yellow leaves and dropped the leaves as if it is in a cold winter land. I'm from Minnesota and I see that there in fall. I didn't know Texas had that too. I thought trees always keep green leaves in places that don't get bad cold. I always imagined Texas as blazing cooking hot.
