Newish to Houston: why are there so many tow trucks/wreckers on the scene for things like basic fender benders?

Recently, I passed by a minute 2 vehicle traffic incident without any major damage, but there were nearly a dozen wreckers on site. It’s piqued my curiosity as I’ve seen it on multiple occasions.
