New stadium?

Was listening to 610 and I missed the first part of the story but what is this idea of getting a new stadium? They said that it will be paid for by someone other than tax payers and the McNair's so what would this stadium be used for? They mentioned the land was bought already could be possibly in Pearland or Katy area. Can someone enlighten me with what's going on?
