New El Dorado HEB: Cars parked in entrance road to the parking lot?

Does anyone have any info on the cars parked along the road that leads to the parking lot in the new HEB? The parking lot is never full when I see this, and I have never seen anyone in the act kf parking there, or leaving for that matter. Some days there are one or two, some days there are way more.
