Never used Houston Metro before-Query

I was wondering about using the Houston metro and was wondering if someone could help me out with a few queries

1. Do I need to make a new pass or can I pay by card for the ticket to the rails?
2. Do the park and ride accept cards or are they cash only?
3. Do special events have special fares?
   1. Like during the Rodeo, would the fare be the same 3$ daily fare, or higher?
4. Are the fares and policies same for all park and ride parking lots?
