Neighbors Dogs Causing Issues

My boyfriend and I are a young couple who moved into an HOA in Kingwood with our two huskies a year ago. Since then, we’ve had nothing but issue after issue with our neighbors dogs.

They constantly jump against and try to break through the pickets to get into our yard to get to our dogs. There are multiple boards either loose and hanging on by a thread to their dogs constantly jumping against them. The pickets are on their side of the fence, so we cannot even fix the problem spots. We usually have to contact them to fix the fence but they either don’t do it, or only do a few pickets and miss multiple other damaged spots. Our dogs retaliate on occasion – usually after their dogs don’t stop. It’s gotten to the point where, anytime we take our dogs out, we can only have them out for a few minutes due to their dogs either barking nonstop and trying to fence fight with our dogs.

Things escalated a day ago and our female was attacked by one of their dogs. I had my dogs out and, as usual, one of their dogs was beating against a broken picket while my dogs minded their own business. My female eventually got tired of it and ran to the fence to fence fight.

For reference, my female is a tripawd and has only one front leg. She pressed her paw against the picket, and because the picket was barely holding on, her leg went right through and their dog grabbed her paw and started yanking. I had to intervene and reach through the fence to grab their dogs’ snout to get him to let my dog go. He nearly took two of her nails completely off, and we almost had to take her to the ER vet. However, had I not intervened, I’m pretty sure things would’ve ended with my dog either being mauled or severely hurt.

My boyfriend confronted the owner afterward. She stated they’d start taking their dogs out only on leash and they’d start fixing the fence more often. Fast forward to today, and their dogs are still beating against the fence.

My question; what are my legal options here? Our HOA won’t do anything. We are very scared to even have our dogs in our OWN BACK YARD. But we also don’t want conflict with our neighbors. Has anyone else experienced this kind of issue before?
