Neighbors dogs breaking into our yard? Who to call?

A tale as old as time, our neighbors dogs keeps breaking the fence and getting into our yard. We also have a dog but are now afraid to let him out into the yard unsupervised because we never know if/when the other dogs will get into our yard. We have tried talking to the neighbor about this, and she refuses to care/take any action.

We are wondering who to call about this? The dogs are constantly roaming the neighborhood and we are not the only house affected. The house directly behind us is having the same happen to him by these dogs. Should we contact animal control? A non-emergency police line? The actual emergency police line?
