Neighborhood dogs barking all hours of night….

We're on the east end of downtown and there's a particular house in the 2-3 block vicinity that either keeps there dog outside all night or lets them out for hours on end. These dogs are barking non-stop at hours from 10pm – 6am. Called constables to report bc animal control isn't open overnight and eventually it's stops but unsure if that's a constable officer intervening or the owner letting the dogs back inside after a couple hours of barking. I got 5 of my own (so I get it, dogs will bark) and when they start barking, there back inside within 5 minutes if it's past 8pm. So I don't know the house specifically but what other options do I have during the middle of the night when trying to sleep and get rest before work the next morning? Thanks.
