Neighbor shoots teen burying his pet in southeast Houston — anyone know more about Belgard St or the area?

This happened a few nights ago. A teenager was reportedly burying his pet guinea pig in his own backyard (on Belgard Street, southeast Houston) when a neighbor came out and shot him in the back. The teen survived and is recovering, but there hasn’t been an arrest yet, and the shooter’s name still hasn’t been released. The kid was 18 and burying the pet with his little brother when it happened. No one has said why the neighbor shot him. I’m trying to understand more about the situation and the area. Is Belgard Street known for anything? Is that a sketchy part of town or just a normal neighborhood? Also curious if anyone nearby has heard anything more than what’s in the news. The whole thing feels really eerie and I’m shocked they’re keeping the shooter anonymous and that the shooter hasn’t been arrested. Clip for those who haven’t seen it: Would appreciate any insight.
