Neighbor has started leaving his pit in kennel IN his garage.

Long story, but we live in a very quiet older neighborhood, said dog owner is renting and causes other problems. He’s had this dog for a while and up until recently it’s been fine in the backyard, he is now keeping it in a kennel in the garage or outside (during the day). I am Always hesitant to call SPCA, but especially in this case, as the dog is a pitbull. Other neighbors have offered (and have been granted request) to walk the dog, just to be able to relieve the dog.

What, if anything, can be done?
