Neighbor has horse tied up in backyard

Like the title says, my junkyard/hoarder neighbor has magically acquired a horse. We live in the city limits and it’s bad enough this is a major code violation. But it’s now day 4 and this poor horse is stuck in a spot no bigger than a sedan, no water, no food, no shelter. It’s tied up with a yellow ratty rope & standing on trash. I’ve called 311, BARC, non-emergency police line, filled out forms on SPCA, and 972paws.org – no one has come out & I’m at the end of my rope. Any suggestions? I call and escalate every single day! It’s just so sad.
