Neighbor has batting cage in backyard.

Hello, I need some on advice on what to do and how to approach an annoying situation I am in. I am in a neighborhood with no HOA. I am having an issue with my backyard neighbor. To keep it short, My husband built a 8 foot fence in attempt to silence their dog. The fence is 100% on our property as there is old chain link fence on the property line behind this 8 foot tall fence. Now, this lovely little neighbor of mine took that as an invitation to build a freaking BATTING CAGE with lights as bright as the sun. The batting cage is easily 10-12 feet tall. So over the max height allowed of the fence. Not only is the sound a problem but mainly it is the spotlights they have all around the perimeter of the batting cage. They shine directly in my bedroom window. I could be in my backyard at 10pm and it could look like it’s 1pm.

-yes, we have asked them to take it down or take at least the lights down. They adamantly refuse. -Centerpoint said there is nothing they can do. (There is electrical poles in between us, so i thought there would be some rule about it being so high. Hence, why we can only have a 8 foot max fence before needing a permit) -The guy with the city I talked to said they will only do something if THEY see the lights on. Which like???? They aren’t gonna come to my house at 9:30 at night? So that was no help there. -I’ve also called the non-emergency line and reported it 2x but I really feel like I’m just wasting these cops times because like what are they gonna be able to do?

This HAS to be against some Houston city code/ordiance, right?! Is my only option from here to sue them for light infringement or nuissamce? If so, how do I even go about that…

Please help.
