Need suggestions on places to buy used cars dealers around Houston.

One of my friends is moving to Houston and planning to get himself a car. His priorities are safety and car ideal for city driving. Can you suggest some good used car dealerships (not necessarily big) that have some good reputation, sell reasonably priced cars. Basically looking for leads on dealers that cannot be found online. Thank you!
