Need Hurricane Shutter Assistance For Our First Upcoming Season

My family and I just moved to Galveston County and the house we purchased came with metal corrugated sheets that we are told go horizontally over the windows and need to be bolted on using a wingnut. The issue is there are no bolts installed on the house, is this a difficult task to do? And are those coverings sufficient?
